Invitations to complete secondary apps?

Just wondering,

Does everyone get invitations to complete secondary apps?

Like, some schools say their secondary apps are to be completed by invitations only. Not really sure how to interpret this. Does this mean that you have survived the first phase, if they request you to complete their secondary apps?

It depends on the school. Some schools asked you to fill out the secondary application if you meet their minimum requirement for an example, UCSF and Midwestern. So you passed phase one in meeting that but it does not necessarily mean that you passed their screening for an interview.

I know that for Iowa, filling a secondary application means that you got an interview invite.
