Generally speaking, the larger the charge of the atom, the harder it is to pull off additional electrons. So if you have:

X, Y+, and Z2+, and you pull off two electrons, the second electron is going to come off easier from X+ than Z3+.

<assuming the example i used are isoelectronic>
