Is anyone else using EK 101 (old verbal book)?

I am trying to go through it for extra practice but the solutions are not really clear sometimes.

For example,

Test 1, Passage 4, Q23
Line 42-43 clearly state that poor and uninsured will be turned away from hospital
Lines 44-45 state that the hospitals will be prohibited from turning away those with extremely low income

Based on this, shouldn't the answer be A
The decisive factor as to whether someone will be turned away or not is whether they have insurance or not

EK 101 had so many questionable answers that I gave up on using it for my VR practice. TPRH Verbal was a much more accurate practice book.

So use EK 101 for practice, but don't get caught up in their answer selections.
