Is It Impossible to match in California?

I heard if you're a Non American citizen, coming from UK or Ireland, its almost impossible to match into California on a H1 Visa. Is this true? They say its much easier to match into east coast, like NYC/Jersey/Philly/Boston

Cause I would like to go to Cali, but not on J1 Visa. H1 preferably.
