Is it okay if I ask for a letter of recommendation now even though I am applying for the next cycle?

Doesn't matter, though one thing to think about is the logistical aspect of holding onto a letter for a year. If you're using Interfolio or a similar service than this is a non-issue. If not, then you'll have to ask your writer to hold onto it for you. Just something to think about.
 
Or should I wait? Or it doesn't matter?

3 of my letters remained in sealed envelopes, in the top of my closet, for 2 years. When I applied, I put each individually-sealed envelope into a larger envelope, with its respective letter writer form, then mailed them all to the AAMC -- all were verified without problem. It's extra hassle, but you can make it work for eager letter writers whose words you know will be a benefit to your file.
