But it's being stated as True on various sites and supposedly the American Gynecological college said it's true:

Ever heard of precocious puberty?

It's not as uncommon as you might think. The main difference is that now we can stop it (puberty) or delay it so the patient won't remain 3 feet tall.

This is a classic example of precocious puberty, given the setting. Many of the children in Central and South America who launch into puberty while still children, become abused by relatives or friends of the family.

I can't assess the validity of this case in particular, but it certainly is possible.
