I need your guys big favor for evaluation.

Very old FMG graduate about 13 years ago, fininished 5-year GS residency training in home country and being attending general surgeon over 3 years, then came to US for postdoc. research fellow in university medical school over 4 years with publications. Second attempt with passing score for step 1, 80s step 2, passing step cs, permenant resident (green card), one LOR from current boss, recommendation letters from home country surgeons. Is it possible for a non designed prelimanary GS spot?

I noticed for the past 4 years, almost half of the prelimanary GS position are emepty, why? because not enough people apply for it, or just PD don't think the applicants are competitive enough, so they just wait for scamble where they can find better one? But, finally, they always can find the penson to fill the positions, rights?

apply to community programs that have FMGs in their rosters!!!
