Is it reapplying if you didnt complete secondaries for a school?

When you are filling out the AMCAS and they ask you if you have applied to this medical school previously...do I put yes or no if I sent a primary to the school last year but did not fill out their secondary application?

If I didn't fill out their secondaries, I said no to reapplying. I don't know for sure if it should be done that way but I did that.
