is it rude to call and ask a school when they would make their decisions on applicants by? its been around 2-3 weeks since the interview...

If they didn't tell you, I don't think it would hurt to call and ask for an estimate.

Yes, call them and ask unless they gave you a guideline for when they would be making admission offers and that time period has not elapsed yet. I have found the people handling that at the schools I've applied to are very accommodating and will communicate status willingly.
