Is it sensible to assign only available LORs, so I can be marked complete and queued for review?

I have submitted all my secondary applications, but none are marked complete because I have not assigned any LORs to my list of schools. I am still waiting for one more letter author to submit a letter to AMCAS. Would it be sensible to assign only my available LORs to my list of schools, so that my secondaries can be marked complete and queued for review? I would assign my final, pending LOR to those schools once it has been submitted to AMCAS, hopefully all before my application reaches the actual review stage.

If I were to go ahead and assign only my available LORs, how much time is available (in general) for my final letter author to submit a letter to AMCAS before my application is reviewed?
