Is it too late for IMG to apply for IM?

So I have decent scores, 231/216, but nothing spectacular.

IMG from UK. Need J1 visa.

4 US LORs, 4 months of electives in the U.S this summer, including doing a medicine sub-i.

Anyways, enough about tooting my horn, is it too late to apply for residency, as I've been told that I'm wasting time if I apply after Sept.1...true?

And yes, before I get flamed for not applying earlier, the reason is that I was considering applying to Canada instead...but now am realizing I may have a better chance in the States...
