Is it too late to get a LOR for this cycle?

I am starting a new rotation on Monday and I pretty much finish the rotation just before residency applications are due. Would it be weird for me to tell them on the first day that my goal is to try and get a LOR from the rotation so they know ahead of time?

It's a rotation in a different section of the country from where my med school is so I would be hopefully using it to help tell programs there that I am interested in potentially matching around there.

Also at this point so many of my LOR writers are just ghosting me that I might only have 3 unless I get this one. I know 3 is the minimum.

What specialty are you going for? Depending on that, 3 LoRs might be sufficient.

A quick glance through post history suggests something non-competitive, possibly pediatrics.

I do think it would be weird to ask for it in the way you described.
The main purpose on an away rotation like this is to be capable and effective, so they will remember you when you apply for residency there. It’s also a chance to see how the residents & interns like the place.
Instead of asking for a letter from here, if you apply here for residency mention which attending you worked under and they will probably check in with him.
