I'm particuarly interested in cancer treatment because of my volunteer experience. I'm also a ph.d. reseacher, however none of my previous research is related to cancer research. Should I specify I'm particuarly interested in cancer field in medicine in my personal statement?

I would be less concerned about appearing "arrogant" and more concerned about appearing close minded. Medical training requires that you be exposed to many different fields of medicine. Giving the sense that you aren't interested in those fields isn't good. It's fine to mention interests, but don't give off the vibe that you've made an irrevocable choice for your specialty.

The beauty of cancer, if you will, is that many different medical specialties deal with cancer including internists (particularly oncologists), urologists, ENT surgeons, general surgeons, radiation oncologists, even gynecologic oncologists as well as pediatric oncologists. You could say that you are interested in cancer but don't know yet whether that will take you into medicine, surgery, radiation therapy, or even prevention thorugh primary care.

I think it is a natural bridge between your PhD and your interest in medicine and you would be remiss not to highlight it.
