Is "Oncology Letters" a legitimate journal?

Costs $1300 to publish with color, is open access, claims to have an impact factor of 1.

I know that doesn't sound hot, but I'm just looking to publish a case report and as long as I can "assure my funding source that this is not a journal they would be embarassed to have our institution represent" I can have the fee paid for.

Deciding between this journal and BMJ Case reports if anyone has any thoughts on this.

Pick the one with the lower page charge. It won't make a difference.
