the answer for #110 in orgo says:

HCl and ROOR simply adds Markovnikov. ROOR will only work with HBr.

can someone please clear this up for me?

Peroxides will only make HBr add anti-markovnikov. All else will add Markovnikov when used with peroxides, because peroxides do not effect their reaction mechanism.
