is refraction a medical procedure?

just wondering whether refraction is considered a medical procedure and if optometrists overlooking opticians is considered medical supervision.....

The bc association website indicates this, but lots of other sources say since optometrists are not medical doctors then its not a medical procedure? and would it be considered medical supervision since OD's are not medical doctors? pls help
(need info to write a report for a class)

I know it's not as far as medicare is concerned. Refraction is billed seperately to the patient.
