Is secondary from UCLA screened?

If you receive a secondary from UCLA does that mean that you have certain stats that make you competitive for an interview or do they send them to every applicant? If they are screened, how competitive do you have to be to get one?
 
As with all UC schools, they are screened

how competitive? probably some unpublished secret formula that takes into account stats and URM status
 
Does UCLA screening have anything to do with their background checks? I know they are one of the ten schools that uses the AAMC background check service, but I think that would mean running checks on thousands of applicants so I doubt it. Just wondering though??
 
I would assume background checks are mostly utilized on accepted candidates, as it can be a pretty costly process. No use in checking your background out, especially when most are expected to pass, if they're not going to accept you. ie: Jobs don't do a background check before they determine if they want to hire you - only once they do want to hire you.
