My committee letter won't be submitted until mid-late August. Is there any reason to rush through 21 secondaries to get them all submitted to meet the mysterious "2 week rule"?

Previous threads on this topic from past cycles suggest that quicker submission of secondaries implies a greater interest in the school. Any advice?

Your committee letter might be submitted earlier than you initially expected. You don't have to rush, but since it's summer, you probably have more free time to complete secondaries than you would if school is in session.

I think it depends on the school. Most schools know that you are a risking a lot if you don't apply to multiple schools. They also realize that you may get a lot of secondaries all at once and that if you are working at all, it will be impossible to complete them all in two weeks. I was working 60 hours a week last year and as a result, not all of my secondaries were done in two weeks. Some took quite a while longer.

Plus, do you really want to go to a school that rejects you for taking a little longer than two weeks to turn in the secondary?

I can't remember the specific schools for the most part but as I've been doing secondary apps I remember two schools gave me a 30 day deadline, Stanford really pushed to have it submitted asap, and one of the schools gives out interview invites to the earlier completed app if the two applicants have otherwise identical scores. Although these all refer to complete apps I think, and if you don't have your committee letter then I don't see what the point of rushing would be since your app wouldn't be complete either way.
