If I volunteered and shadowed at a health and rehabilitation center for the elderly it has a physical therapy unit that has residents stay there and go through physical therapy. Would that be considered in patient physical therapy? Or something else?

Sounds more like a skilled nursing facility to me. Inpatient is more along the lines of hospital settings.

PTCAS says " An inpatient facility generally admits patients overnight. An outpatient facility has no overnight patients". so if the center has patients that stay overnight, then it could be considered inpatient.

Yes it's considered inpatient. Acute care is at the hospital.

Sounds like inpatient to me from your description.
If they go home after finishing rehab program (let's say in 4 weeks), it's inpatient.
If they live in that place (like assisted living facility) and come to do PT once a day and after discharge from PT they continue living in the same assisted living facility, it will be outpatient PT.
SNF is considered inpatient as well.
