Is this reapplication?

So, I applied to medical school last year.
I selected 20 schools on my AMCAS, but I ended up filling out only 18 secondaries, and did not submit secondary apps for 2 schools.

Fast forward almost a year now, I am on a few waitlists at this point, but it doesn't seem likely that I ill get in somewhere.
I am filling out my AMCAS right now, and when you include schools on AMCAS, you select whether you've applied to that school before.
For the 2 schools which I did not finish secondaries last year, do I list them as having applied before? or no? or does it not matter?
 
I would consider it as re-applying. Heres my reasoning:

Two years ago I had applied to several schools around the country as my wife had just graduated her PhD program and could pretty much go anywhere...But, a few weeks after I hit the submit button on AMCAS, she got offerred a nice post-doc position at the hospital she did her fellowship at...So, I ended up not completing 99% of the secondaries I received...A few months later, after the schools filled their classes, I received E-mails from the majority of them which were identical to normal rejection letters aside from a short sentence that said why I was rejected - being I didnt turn in a secondary.

For a couple of those schools, I reapplied to this last app. cycle as a reapplicant...and it worked out well for me.

It depends on the schools. Call them and ask because some schools consider submitting a primary as applying. Some schools only consider you as a reapplicant if you were complete (secondary and all). I actually emailed some schools about that so that was the conclusion I came up with.
 
If you submitted your AMCAS application last year, you applied then, so you are a reapplicant to ALL of the schools you listed, whether you filled out a secondary or withdrew or not.

You might have a harder time with the schools that you reapply to that you didn't finish applications for, as they might see you as not taking them seriously or that you lack follow-through. Just a thought.
