Is University of Minnesota-Twin Cities OOS friendly?

Hi all!
I am crafting my school list and I have seen some posts that recommend UMinn-TC as an OOS friendly school. On their site I see 26 non-residents in a class of 170 for the 2011 class (15%). Am I missing something as to why this school is OOS friendly? I would love to apply here, but I have no ties to the state at all so don't know if it would be a waste of time.

I am a Maine resident and I am having a hard time determining what would be safety schools with my stats( 4.0/34 MCAT)

i'm not sure why people would refer to it as an OOS friendly school, it's really the same as any other public state school IMO. probably would help if you lived in WI or ND/SD, sorry!

They do blatantly ask on the secondary what your ties are to the State of Minnesota, so I'm guessing that if you can't really say anything there, it's not going to work in your favor. You can certainly still go for it, but there are better options out there.
