iso-osmotic reabsorption and TF/P

I understand that water and solutes are reabsorbed "iso-osmotically" in the PCT, but I'm looking at the graphs of TF/P and there are different ratios for each (e.g., urea is absorbed slightly slower than water therefore its ratio is > 1) - so what's the deal with "iso-osmotic?" Is it that the OVERALL osmolarity remains the same, but between individual ions it differs? Thanks.
