Yes, out of state schools are harder for Texans to get into, because they know that Texans prefer staying in the Lone Star State for that nice low Texas in state tuition. Those that go out of state are the kind of students who will get scholarships and our superstars. But it looks like you're in that category kinda..

It's not a red flag for the research that you did. A lot of you are volunteering seems to overlap with what I consider to be tutoring. I like to see if other sdners agree with that

Thanks for the response! Any schools you recommend taking off/adding to the list? I know it is very top heavy, open to any suggestions!

Would you say that the mentoring and reading are more tutoring focused? As for the reading, I can see that train of thinking, but the mentoring is not very school focused at all. Just in case, would you recommend bumping up my volunteering hours somewhere else?
 
Given the numbers, your application is not too top heavy although at least 130 in three sections of the MCAT would have been nice. Of course, a retake is out of the question.

Do you want to do research in med school? Do you aspire to an academic career combining some degree of clinical care, research, teaching and advocacy? If so, one of those top research schools may be a good choice.

If not, go to the school that will get you out the door with the lowest debt. Also keep in mind that a move from TX to NYC, Boston or Chicago will be a culture (and thermal) shock. Figure out if you are ready for that before you commit.

Thanks for the response! This is something I've been thinking about; I'm trying to keep my list of schools outside Texas in placed where I think I could see myself long-term.
