Of the people who didn't get it, 3/4 of them didn't qualify and 1/4 of them didn't finish filling out the paperwork.

If you actually have direct loans, made 120 qualifying payments, and filled out the paperwork correctly, there's nothing stopping you.

yeah i guess we'll see this number rise because as he said 3/4 didn't qualify because non-direct loans. Weird that 1/4 people just didn't fill out paperwork lol. thats a lot of people too lazy for paperwork

You have to have employer certification forms covering all of the 120 payments. Some employers don't fill them out right, some ultimately may not be qualifying employers... you get the idea. It's not all on the borrower, though it takes some dedication to get the forms filled out and to make sure they are filled out correctly.
