Just how important is GPA?

I know that a 3.9+ is considered excellent, but would a 3.85 gpa bar someone from attending T5/T10 schools? Most of these schools seem to only have 3.9 matriculants.

It seems that even if the range goes beyond 3.9-4.0, the outliers are a singular data point and very much a special case
