People get accepted off the waitlist up until class starts. Send a letter of intent but also plan to go with the OOS school. GL!

A letter of intent demonstrates an interest in the program and it essentially communicates to the admissions committee that if you were accepted, you would attend the school. Your Letter of intent should thank the admissions committee for continually considering you as a candidate, highlight your strengths, explain why you want to attend their school and how you are a good match.
Unlike the one that granted the acceptance.
