I can't imagine it would change your place in the queue if you haven't been reviewed. The worst-case scenario in my head would be your application was already reviewed and the LOR wasn't included in that evaluation. With that said, schools claim to re-review applications throughout the cycle, so... I'd say go ahead and submit! But, take my advice with a grain of salt, as a fellow applicant 😉
