Yes. It's a bulky base and goes Hoffman, while also selectively preferring E2 over SN2.

KOtBu is potassium Tert-Butyl. the Tert-butyl is as bulky as it gets man, its huge! so it attacks the least hindered, least substituted side best because it can't dig deeper in.
