I'd like to to be able to return to work at Kroger but don't want to work during the rotational fourth year. What is the policy to do this and how does it work?

I work for Kroger and all of our fourth years just work it out with the manager. They work 1-2 days a month (usually weekends) when they are home and just find coverage for months when they are elsewhere.
