I am URM (half latino) and was wondering if schools would only consider me as URM if I am fluent in spanish, not just because I am half.
 
You are URM regardless of language, speaking Spanish is a separate valuable ability to a lot of schools serving Spanish-speaking populations.

However, I believe only certain Latino groups are considered underrepresented (Mexican and Puerto Rican maybe?). Unsure if this is still true.
 
Each school will identify under-served populations. Representatives from these groups are UiM at that school.
Applicants from the Mexican and Puerto Rican communities are widely recognized as UiM. In CA, Central Americans are UiM at several schools. South Americans and Spaniards are not generally considered UiM.
If one can't speak Spanish, they are still Latino, but potential to serve that community is dramatically diminished. Schools consider this as they weigh the application.
