who cares, just know it does to distinguish it from leukemoid reaction or whatever it is called.

According to Conrad Fischer: alkaline phosphatase is made by normal neutrophils. In CML, PNH and hypophosphatemia, there is high but abnormal neutrophils that are not producing alkaline phosphatase.
