LCP vs. LPC

Can one become a LCP (a Licenced Clinical Psychologist) with a PhD in Counseling? Or, does a PhD in Counseling become an LPC (a Licenced Professional Counselor)?
 
A licensed clinical psychologist has to come from accredited psychology program.
 
An LPC is a master's level licensure. It was developed by a number of states in order to allow master's level psychologists to practice without a doctorate. TO my knowledge, MSW's have long had this option by getting an LCSW after completing their masters degree.
