Does being in charge of social media count as leadership? For example, promotion on social media, taking pictures

Not really. I mean at most, if it's for some type of group/organization, that would count as some sort of executive board position (usually something like a social chair). I usually take leadership positions, within a group/organization, to mean Prez, VP, and/or treasurer, and/or/maybe secretary. Though I may be wrong.
 
Were you leading a team of people in your organization? Leadership generally means working with and leading a team in some context.

I'd like to point out that being President et al of a club doesn't mean much. What you do with the position is what people look for. In fact, if I saw some President of the club accomplish nothing meaningful and just lead regular meetings then I'd personally consider that a waste of that position. You don't have to be the President to accomplish something meaningful; you could be more impressive a leader as a Secretary if you wanted. Besides, many of the positions are like popularity contests or whether you're in a frat/sorority etc.

Think about it this way: if the POTUS makes a bad decision, you'd think "He's a terrible leader!" I think adcoms would think similarly; having a position and failing to be productive or making bad decisions can actually hurt you (having a position doesn't automatically mean you demonstrate leadership).
 
Adcoms may not be filled with people who will appreciate what it means to be in charge of social media for an organization. It's better to talk about the impact of the role, the things you've accomplished with the organization.

Yes, but don't label it "leadership". Save that category for instances where you direct (lead) your peers.
 
If you had people helping you and you were in charge of getting those group of people to get things done, I wouldn't see why not. But that's given you were in charge of planning and organizing some sort of social media campaign for your club/organization.

At least in my school, social media and picture-taking in clubs were often linked to promoting the clubs online or in-person (e.g. activities fairs, event awareness), which would require committees/bureaus within said clubs. If that's the case with you and you were in charge of that group, you can talk about what your group did and how you got them to work towards those goals.

Even if you didn't though (and this is assuming you are in an organization), I'd consider using the experience you earned from that position to help you become a future leader of that group. If anything it shows commitment towards your interest in the organization and guiding others to get things done.
