Leitz Wetzlar Camera Lens, Binocular Bas-Relief Effect and Eyeglass

Hello there,

I am using old leitz wetzlar camera lenses and binoculars and I see a three dimensional bas relief at the portraits. I asked myself is that because of three dimensional transfer function or colored strange dispersion glass but I could not find an answer.

I want an eyeglass with same effects and I wanted to ask you who can and how he does that ?

please share whatever you think.
