Say my courses were all rigorous (science and math) and I maintained 12 to 14 credits (to stay full-time) for the rest of my undergrad years. This would be on top of the usual extracurricular activities (research, work, volunteering, etc.).

Would I be penalized?

As far as I know, adcoms don't care about how many classes you take a semester. I wish someone had slapped me in the face with that bit of knowledge over and over again my first two years of college.
 
you would not be penalized... it's actually a smart move to focus on doing well instead of trying to stack up on courses and risk lowering your gpa... there is a fine line where med schools can see that you are taking it too easy, but 14 semester units of rigorous classes is definitely above the threshold.
