Do I understand correctly that a resident in Psychiatry can do a pain medicine fellowship and sit for the pain boards? If this is the case, is it a fool's wager anyway - will any pain fellowship in the country (which, as I understand it, are run by gas departments) actually take a psych resident?

Who administers the pain boards?

I personally know of 3 psych residents who successfully completed pain fellowships in 3 different fairly reputable pain programs. They all qualify to take the same exam given by the ABA through their own psych/neuro board.
