Letter of intent with no acceptances?

I found out today that I am waitlisted at a school where I recently interviewed. I have no other acceptances. They encourage updates as the waitlist is unranked. Am I able to write a letter of intent for the school, or are they able to see that I do not have any other acceptances?
 
Even in the current chaos that is today? If you're on multiple waitlists, but prefer one of the schools over the other potentials, wouldn't a LOI at least be a show of dedicated interest?
This current mess is such an excrement storm that it's hard to advise on this, but I still think that if one has no accepts, then one doesn't have much bargaining power.
