I've heard people with average stats say that they were rejected post-secondary or pre-interview and wrote a letter of intent to the college (or even ivy league college) and were later accepted. Does a letter of intent really make that much of a difference? Would I up my chances by writing one? And if so why doesn't everyone write one to their top choice? Any advice appreciated!!

Not everyone has a top choice. Your stories are also probably a bit exagerated. People getting rejected and then they changed their mine because of the intent? Nope.

Letters of intent are good at getting you off a waitlist if anything.
 
I knew a guy rejected pre-secondary. A powerful supporter of his called the school and demanded he be accepted. The next week he was interviewed and accepted. Not gonna go into details but these things do happen.

This guy probably donated some searious $$$ to the school too. Not everyone has that much pull.

Pretty much every rejection is final, and a LOI isn't going to change that, save those for post-interview.

Sexual favours to the dean is my guess.
 
a letter of intent will get you off the waitlist and nothing else. right now is too early for a letter of intent.

also an adcom reading your letter would say "big frickin woop. boohoo, go cry to mommy and daddy. there's a reason we rejected you pre-secondary."
