Letter of Intent

I guess I am naive but I have never heard of a letter of intent before. Is it really acceptable to send one and will it really help your chances once you are waitlisted? I am specifically looking at Loyola and would absolutely love to go there. It just seems kind of strange to write a letter telling them you will go there. How does one format such a letter? Any ideas would be appreciated. Thank you.
