Interviewed at Georgetown 8/21, and I know they are one of the few schools who like being begged a little lol. So I was planning on submitting a Letter of Interest for them. Is sending it now too early, or should I wait until mid to late September?

Also, this is my third time applying to Georgetown and my first time being interviewed. In the letter should I address this by briefly saying something like "i hope you see the growth in my applications over the years blah blah blah" or is that a no-no?

how did the interview go?

Very well. Interviewer said that I did great and that he was going to write me a "very strong recommendation to the admissions committee".

At least a thank you restating what your impressions were would be good courtesy.

I did write a thank you note to my interviewer the same night of the interview that also stated that the interview furthered my interest in the school

My own opinion: Give yourself a month after you sent your thank-you note.

my rationale was that you can't control when you're granted an interview/ if you interview early and they're your top choice, why not express that?

Make it a letter of intent. They know you're in interested since you applied there.
