letting scheduling permit expire

can I simply let my scheduling permit expire and rebook at another time (I have never scheduled a test date) or will this result in a failed test?

NO, I don't think you can do that. You would have to re-apply for the exam if your permit expires (it's the same as saying you missed your period of eligibility, I think)
 
I don't think it will say that you failed your test, but you will have to reapply (you have to pay again). You can get an extension if you plan on taking it in the 3 months right after your eligibility period.
