I have seen 2 different things...so is the most electronegative or the least electronegative element in the middle?

It doesnt work by electronegativity, it works by what forms the most bonds. The atom that froms the most bonds is going to be your central atom.

Agreed, but I bet there are examples when the atom that can form the most bonds is not in the middle.
Just go with your gut, choose the one that just looks right. There won't be anything too tricky.
