what is the point of it? do people actually just do locum tenens? what sort of stabillity would that provide? is malpractice insurance covered?

Its a great way to travel around and visit different places. Its almost necessary to be BC/BE, and it requires the ability to travel around, but it's possible to stay in one location for 3-6 months at a time.
