If an LOE is currently "In Progress," will the person submitting still be able to complete the LOE if I submit now?

Yes. In progress just means they are waiting for it. It does not matter if you submit or not, they will still be waiting for it.

You can change letters after you submit too.

I'm in the same boat here. What do you mean by "they are waiting for it?" AADSAS is waiting for it or the professor is waiting for it? One of my professors is listed as "Completed" and my other two professors are listed as "In Progress." The two who are in progress both emailed me back sayin that they had submitted the LOE. So, I'm not sure why it still says "In Progress" for them.
