So there's a shortage of primary care physicians working in underserved areas and the government wants to correct this by throwing money at it. Now the scholarship program is weeding out applications of those who aren't truly committed to primary care and the underserved, thus allocating the money for those who already have a commitment to this type of practice.

Is this not counter-intuitive?

I don't understand. Are you saying a better alternative would be to "throw" no-strings-attached money at those who aren't committed to primary care? How would that help the shortage?

I think the point of the scholarship is to make less lucrative and lower-paying primary care specialties more financially viable and attractive for qualified students.
