I'm a current UMES DPT student! To answer your questions regarding pros and cons, here's a long list (haha):
Pros:
. You will get to know people in the program quite well due to the small class size, especially the 30 or so classmates that you will spend A LOT of time with during your 3-years stay.
. The people here are super nice and friendly- from administration/facutly/staff to students. But I'm sure you could say that about many other programs as well since PTs generally are nice people

. Tuition is very affordable for both in-state and out-of-state students. In my opinion, our tuition rates are probably one of the lowest around the nation, which is always a big plus.
. The faculty members here are VERY knowledgeable
. ~40 min from Ocean City! You would think that we go to the beach all the time and bathe ourselves in warm water and sunlight, but that sadly is not the case due to the busy work of school (haha). It's still nice to visit the beach and catch a breeze of the ocean once in awhile nonetheless.
. You get a chance to become involved in research with the faculty members here or on your own. It is actually part of the curriculum!
Cons:
. Campus is located in a remote area of Princess Anne; so if you grow up in a city around shopping malls, food chains, etc. , this might takes some time to get used to. Many of the students live off-campus in the bigger city of Salisbury (~15-20 min away from campus) and they get by just fine.
. Although we have all the equipment that you would need to become a clinical PT (i.e. motion analysis, ultrasound imagining, bone density scan, 3-D printer, walkers, crutches, etc.), we don't have the fancier/more expensive technologies like MRI scanner, CT scanner, etc. for someone who is more inclined toward research.
. Communication from administration to students could get a bit disorganized
on occasions due to the small number of staff (again, it's a small program). From my knowledge however, I believe the department is looking to hire a couple more helping hands; so this might change soon.
. Due to location, networking outside of school and clinical affiliations might be a bit difficult. This is something that I wish the program could improve; but let's just say a couple of people are working to change that, so this statement might change soon as well.
