The problem is with the drawing! The first figure is not folded correctly! It's not supposed to be folded in half because then the second fold doesn't make sense. Its a mistake on achiever's part! What should have happened is the first fold should have been folded only 1/4 and then folded 1/4 again! THAT's the only way to achieve the final paper fold and get the correct answer.
Nope nothing is wrong with this. They are doing what you're doing in another manner.
Anyhow this is done like this.
1st fold paper in half.
2nd. fold BACK that half you just folded over. sorta like you're making a fan.
then make your 4 punches.

made no sense at all....when you punch the holes on the right side the paper should not be with holes since there is no paper there. Why would it magically be punched with holes once the paper lands on that section?

Let me try and clarify what they are doing where.
Well call the columns of holes 1234
in the 1st fold its easy we all agree. he folded the paper in half.
columns 1 and 2 are now on top of columns 3 and 4. Right?
In the 2nd fold, they folded column 1 back on top of column 2 & 3.
At this point. Columns 1 and 2 are on top of column 3.
column 4 has nothing on it.

So basically when they folded the top paper over as the a fan, the bottom half was still there so the holes would be punched into the paper
