LOR and Secondary timing

I know I'm a bit behind the 8 ball, but my primary just got approved and I've got a heap of secondaries sitting in my inbox. Who knows, I may be just donating to their coffee fund at this point, but I've got to give it a shot. At any rate, my LORs aren't in yet but after handing out some reminders I'm confident they'll all be received by Monday.

My instinct is that my secondary won't be seen reviewed for at least a few days after submission, so I shouldn't wait to submit until after all my letters are in, right? Get as many in as I can and on the off chance my app comes up in the queue before the LORs have hit then they'll probably just set it aside until all marked letters have been attached?
