LOR deadline for ERAS

Is there a deadline by which LORs must be submitted to ERAS? Or can we submit them at any point in the coming months?

I am a reapplicant and last year there was no deadline. In fact,I had an LOR that I uploaded in December

ERAS is just a document gathering service. They don't care when you upload stuff.

The individual programs have deadlines that they want all their materials by. I assume you can still send additional LORs up until this deadline.

Yes. You can.

Yes. Up to four LOR total.

Yes, you can certainly add a 4th, but I have another question.

If a program asks for only 3, will they receive, download, and read the 4th that you add on later? Or will they simply close out your application after they've got the 3 they needed, assuming your application is complete otherwise?

Downloads are automatic. Whether they take the time to look at it will depend on the people reading the program.
