I think it would all boil down to how well the 2nd surgeon knows you. If you only spend a brief amount of time together it would be harder for them to write a more personal LOR that would actually say something meaningful about you.
What could surgeon #2 possibly say that surgeon #1 won't? Just because you could get a LOR doesn't mean you should get a LOR.
Everyone shadows a surgeon on their application. Trying being original and shadow a clown or a ninja.
I have found this to be true.actually, i think most doctors practicing now didn't have to jump through nearly as many "clinical experience" hoops (anecdotally)
I need 3 from science professors and 2 from outside (for the pre-med committee letter). I can't think of anyone besides that #2 surgeon who can write me a good LOR as an outside LOR.
I guess, if you have to have it, then it's not going to hurt you. But can't you think of anyone else, maybe a volunteer supervisor or the boss from a real job?
